But it’s true, he was on the way to being locked up for… throwing a water balloon at a state trooper this past Sunday.

Justin Bieber, who was sighted in NYC on the 1st, targeted the below the belt region on a state trooper at his sold out concert during the Maryland State Fair. After a few tosses and a direct connect with the officer, Justin quickly entered his trailer. If it weren’t for his sweet talking bodyguard, the Bieber would probably have been cuffed.
